It's possible that Microsoft will have recovery disc you can purchase from them. I will have to agree though it is time for you to upgrade. Now seems like the perfect time. Windows 98 is about to be as useful as Windows 95

If ur PC came with a recovery CD, then that will be the one and only CD that you will need to fully restore the system. If you have lost it, then its not the end of the world. You'll have to buy an operating system to bring life back on ur PC.
I would recommend that you install a clean copy of windows xp prof edition on ur machine. 1st format ur c:\ and install the o\s on it hasslefree..u won't have any problems.

You may not be able to buy Win98 nowadays, apart from somewhere like ebay. If your machine is quite old, it might not like XP very much, as it may be too slow.
I would upgrade to Windows 2000 Pro if you HAVE to upgrade, it's quite good, and not as heavy on an older machine as XP is. DO NOT use Windows ME, it's the worst thing since the Sinclair C5......!!

You can make a recovery disk for Windows 98.
http://www.easydesksoftware.com/recovery.htm#ME
But you should be moving up to XP.
Windows 98 is completely obsolete.

while you're refering to the password on the residing house windows, you may format the device and reinstall the OS. while you're refering to the BIOS password on your start up, you may call your laptop supplier. the main well-known way is get the password from the guy whom set it.
