Strongly basic.
0-3 = strongly acidic.
4-6.99 = weakly acidic
8-10 = weakly basic
11-14 = strongly basic.
These values aren't too accurate, just an estimate.

The lower the pH level, the more acidic it is. The higher the pH, the more basic. The "neutral point" is around 7, I believe.

So, 13 is strongly basic or alkaline.

Strongly basic. The pH number is derived from the number of hydrogen ions in the solution.

I remember this from Chem II AP, NaOH at a 1M sln. is pH 13.
