Statistics can be misleading...if you have a country with only one factory and they build another then they just grew by 100% compared to a country with 500,000 factories who build 100,000 more which is a growth rate of 20%.

Given this info...I would say either Romania, Albania, Hungary, Bulgaria, Latvia, Estonia, Poland, Slovakia, Czech Republic, Lithuania or Slovenia. My money would be on Slovenia.

Traditionally it has always been the USA, but I do believe that global warming may see some drastic changes in the next 10 years. The coastal community has always prospered and done well due to shipping and world trade. But, storms and flooding may change the scape of how we do things. Hard to run a city under water. I do believe that these coastal communities will build higher houses and when it gets very inconvient to use a boat to go get groceries and go to work they will be moving out.
Sewerage draining will be a big problem until they will just move.
The states with the cheepest land prices will go up and you will see more people moving into the mid west. More factories will relocate into the mid west and over night places like Nebraska and the Dakota's and the milder climates like Oklahoma will see a giant influx of people from coastal states. Those coastal states will see tidal waves and flooding until people will get sick of it and businesses will relocate rather than to keep building.
It just won't be cost effective anymore. New Mexico will become the most crowded state for several reasons. No tornados, no floods, high mountains that bring the southern part plenty of water. Arizona is running out of water and so is Nevada.
Colorado will be over populated. Everyone will move inland.

I know I go against the grain on this one, but in the next 10 or 15 years I believe Canada will experience unprecedented growth in the economic sector. The main reason is very simple: we sit on a treasure trove of untouched natural resources, resources the rest of the world will covet very highly in the years to come. And as we all know, industrial societies need resources, without them they wither on the vine.
