I would think from the same place that fairie and elf mythology came from. Gnomes being a race of the Little People that exist on a slightly lower plane than ours. Like leprechauns and other small creatures that are human-like in personality.
They like to hang out in gardens and people in Europe sometimes made fancy gardens and images of the Fey to hope to attract them - legend being that to have certain Little Ones around your home can bring very good luck and even friendship.

They originated in the Land of Nod, they marched with the Vikings and fought alongside them. Then they were cursed by the wicked witch of the east, and turned to plasic gnomes. B&Q bought them and the rest is history.
