Most Northern Schools were integrated and many small community schools in the South were integrated because they simply could not afford two schools.

there become no regulation, merely before B v. BOE, that prohibited integration of colleges. in certainty there have been many colleges that have been built-in for countless motives. B v. BOE made it unlawful to segregate in line with race.
