we had a Suzuki Ozark 250, Relatively bullet proof, fast enough to keep 15 year old interested and just weak enough to keep him out of trouble. When he did get it stuck it was light enough to get it out. Least expensive, has a 4 stroke motor, (low maintenance), manual transmission, (few electronics), and yes it worked for us

I don't know a cheap brand but my 10 year old daughter rides a 90cc and 110cc etons. so i guess it just depends on how fast you want them to go.

LTZ-250 is a great bike. No clutch to worry about and it has reverse.
