the choke pin isnt moving up or down like its supposed to. it seems to be froze up.

First you have to get the choke plunger out of the carb.
--Remove all of the linkage.
--Try to pull it out. If you feel it's to stuck and will cause damage -
--Spray some carb cleaner around the bore of the plunger and let it soak overnight.
--Or totally disassemble the carb. Wash it inside and out with water until there's no smell of gasoline. With an air gun, blow it dry or let it dry overnight. Then try a little heat on the carb to help remove the plunger.
--Clean the bore of the plunger with a piece of "scotch brite" wrapped around a drill bit (use it like a hone).
--Or take the carb to a shop to be repaired.
