clouds are actually water vapor, or ice crystals depending on how high they are. The lower clouds made up of water vapor would feel cool and very damp, such as fog, wich is actually a low hanging cloud close to the ground. The very high clouds such as cirrus clouds, are made up of ice crystals, wich would be very cold and dry.

Clouds are made of water vapour. If you've ever been in fog, then you've been in a cloud. Although clouds are made of water, they are still quite diffuse. Also when you steam water, the steam is essentially a mini-cloud.
