Unless you are preparing to self-publish, don't even bother. Most publishing houses design the book covers for you, and you rarely get a say. Strange, huh?
If you are self-publishing, I would just find someone that knows how to use Adobe Photoshop, and have them create one for you.

Authors do not design the covers for their books.

I've done three. But sadly the other answerer is right- it's down to the Publishing House, though you might get so offer some ideas.
