I keep getting Certificate Error: Navigation Blocked
There is a problem with this website's security certificate.
I cannot even connect with the internet explorer

When you reboot your computer and you first see a black screen with alot of numbers, use your keyboard and click click click F8 to get into a safe mode. When you are in the safe mode see if you can open IE. (If you are not able to open IE, then safe mode is not going to help you.
Sounds like your Internet explorer did not install properly.
If you are able to open Internet Explorer, here is the link to reinstall the program. IE7 final edition.
