We were told by the landlord the chimney is functional but they never used it so it was capped

Uhhhh.... uncap it?

Seriously... whatever is plugging the chimney will have to be removed. Then, clean the chimney. I'm not sure what kind of chimney you are talking about, brick, selkirk, etc... so that may be all that's involved.

I'd definately recommend getting it checked out by a professional. There may have been a reason relating to functionality that it was disused.... and safety is paramount, of course, as well.

Have you considered a pellet stove? They need no chimney. Personally, i'd never have one, but then, I can harvest my own firewood.

Some chimneys are not masonry and could be full of holes. Even a masonry chimney can have no flu liner and have holes. Maybe the cold air in the chimney was the reason. After the metal cap is off you will have to check it out.

be cautious, pellet stoves 'do' need chimneys!
they can be direct-vented or through the same chimney or another, but by no means use the existing chimney by removing the cap & starting a fire 'without 1st finding out why the chimney was capped for the winter or for being faulty!
CHECK IT OUT FIRST.

get a chimney sweep to evaluate and clean and advise you on this project...if the chimney is just capped that is ok but if it is plugged then you may have to do a little demolition work

Just install an unvented gas fireplace and it won't matter if the chimney is capped.
