Yes, it's short for Gran Turismo Injection; injection in the sense of injection of fuel either mechanically or electronical.
It has been used since the first VW Golf GTI 1976
and it's used to classify particularly strong motorised "Otto-engines".
Since 1996 there are also Diesel GTI available.
But also other car-brands use it to make clear that a car has a strong engine.
