Why are the walls at Phoenix International raceway painted BLUE and not white like all other NASCAR racetracks

When the sun shines and the glare is as bright as it is the blue can be seen better.But they still knock the wind out of you when you hit them.

I think it just have something to do with the real bright sun in the Phoenix area..it might be easier to see through the glare

They were white when I was there a couple of years ago ......
