For women you can make some beaded necklaces or bracelets, also for men you could knit or crochet a scarf, hat or mittens. Also you can make these things and they are jars with the dry ingredients for cookies and then the person you are giving the gift to, just ads the wet ingredients. They look really pretty because they are layered and you can put some fabric on the lids.
Also if you REALLY don't have any money, make them some "gift certificates" of things you will do for them, like one day of laundry, you'll vaccum the floors for a month, cook dinner for a week, etc.

Baking is always a great idea. You only have to buy the ingredients and then you can make huge batches of whatever you choose and divide it up into those decorative Christmas containers they make for this purpose. For a husband or b/f you can make coupon books with different thing they can redeem from cleaning out his car to full body massages. You could make mixed c.d.'s with Napster. You could put together photo albums if you have extra pics. You could go to the 99 cent store for albums or frames. They sell candles too. Do you write poetry? Frame some. A book of movie tickets and a night out would be good. I don't think it would be too expensive. Give gifts of yourself. Do you have a sister with children? Watch the kids for a night so she and her husband can have a date night. This goes along the lines of the self made coupon book. Clean you parents house for them once a week for a month. Detail you brothers car before his big date. Your kids (if you have any) will be happy to have one on one dates with you. Lots of crafts that do not cost a fortune to make, such as tree ornaments, stationary, decorations. There are some pretty good magazines with lots of ideas. I try to make sweaters, throws, or wall hangings by knitting and weaving to give as presents. If you are good with writing, you could either write a personalized poem as a special present, or write a poem in calligraphic script and frame it. Or draw a picture or take a photo to frame. Lots of great things to do that people really appreciate.
