DONt YOU DARE shave it. There are some good creams that melt the hair away with out leaving you with stubble a day later. Try Avon. They make one that doesn't irritate.

I get mine waxed at a beauty salon and it's great! Once it's done I don't have to worry about it for a month or so. Plus it's only about £7.

Whatever you do, don't shave it off. Use a hair lightening cream, such as Nair. Advantages of this method include: it's cheap, painless and quick results.
Another option is electrolysis. However this is expensive, and needs to be repeated, and you won't see any difference in the short-term.

DO NOT SHAVE IT!! Use wax or a depilatory cream. Shaving will make stubble.

If you mean "rash", then it's not going to be so easy to supply you with a single answer as there are lots of causes of rashes.
One common rash is called Scabies and it's caused by a microscopic mite. Here's a link so you can see pictures and judge for yourself: http://en.wikipedia.org/wiki/Scabies
Use a special cream to get rid of scabies. (See the website for more on treatment.)
Also, you might have excema. Here's another website with a photo: http://en.wikipedia.org/wiki/Eczema
Excema is treated with a corticosteroid cream, which is wildly different from the treatment for scabies.
Or you may have a Sexually Transmitted Disease (STD). Try Googling "STD rash photos" and see what you can find.
Or you may be allergic to something --- which again, is a different treatment.
In short, you can try scanning the web for these common reasons for a rash, but in the end, you'll need to get a proper doctor's diagnosis before you can treat it properly.
