What are the procedures,in order, to open a small deli. In a small town? I want to get started, and I need to know where can I go.

The procedures will not be the same in all areas of the United States. Regs vary by city, state, etc. I know of one town where cooking is not allowed in the restaurant.

Talk to other already successful restauranteurs in your area. Don't try to reinvent the wheel. Use an already existing successful business model, and do your thing a little differently.

You can always find a mentor to guide your steps, if you ask.

Ask your local police department or judge on the procedures in order to run one and health rules.

well obviously you need a place to do what you want to do..next as in every state you will need a business plan,and license, next you will need a sanitation license.
then after you gwt all that...you will need costumers...good luck when you open
