Undoubtedly Saahir Ludhyanvi.

Gulzaar is a bit conscious and
commercial, now a days and frustrated.

Saahir a born poet, and poetery
coming straight from his heart and
soul. All his creations are immortal
and will live for centuries.

He could create sad, romantic, thrilling
rejuvinating, Patriotic and for "the moment"
poetry and was never too conscious
for money and too demending.
Whatever was offered to him, he used
to take it gladly. He even did write
lot o f songs for free.

Gulzaar is also good and nice. But when
it comes to comparison, I would rate
Saahir as a better poet.
