I agree that the Orion 4.5" reflector is a good choice. It is also a good idea to start with a good pair of binoculars. In that case, if the interest in astronomy fades, the binoculars can still be used for other things (bird watching, etc) Get a pair of 7x50 binoculars that are multi-coated.

Absolutely nothing under 4.5" of aperture or she'll be disappointed. In fact, if you can manage it, a 6" or 8" is far superior, along with one or two quality eyepieces and a quality Barlow lens. As the others mentioned, Orion is a good brand for the price, and a pair of 7x50 binoculars are incredibly helpful.
You may want to consider buying used as you'd save a lot of money or be able to get something better for the same amount of money, but this will take research on both your parts.

Telescopes have problems when u are trying to use them in a city. The glow from the city will make it difficult to see.

Orion ( http://www.telescope.com ) has some very good choices. Either their 4.5" dobsonion or the Starblast would be excellent.
