What about the girls dressing like fantasy characters, like tinkerbell, fairys, elves, princesses. I'm seeing wands, fairy dust, castles, very large pieces of candy. Of course, snow.

Girl Scouts in Toyland

Have the girls bring their dolls and stuffed animals. Put them around a decorated Christmas tree with big wrapped boxes. Fake snow and tinsel garland everywhere. Have the girls dress like barbies or Brats dolls or rag dolls.
