Because plain water is in a liquad state and everyone know that a liquad takes the shape of its container and the molecules in a liquad are moving slowly and pretty close together but in water vapor, gas state, the molcecules move more qucikly and freely instead of being compacted making the volume of the water vapour be much greater then the water.

Hope this helps. :)
