what's it mean to specify at least one recipient in the to field?the address is in there.whats up?

When you're writing an email, most web-based email services require you to send the email TO someone directly, and not just the cc or bcc.

The TO will be a field near the top of the email form. Make sure an address is in there.

You may have given the name there instead of the E_mail id. Check it again.
