The ip address of your computer will not change unless you plug into something.....what does this have to do with writing letters?

Your IP address, will always be the same if you are on broadband.

Not necessary. It depends on your ISP. Mostly it remains the same, but many times it can change. Internally, your ISP assigns fixed addresses, but to outsider they advertise different addresses. This association is too complex to explain here though.
