Here are a few that I used to do:
1. Tell them that you have your shecdule for the day and that you cant fit it in. Possibly tell them a person who may be able to do it for you!!
2. Tell them that you have enough on your plate and that you are showing signs of stress.
3. Tell them to do it themselves and its not in your list of duties.

I would say "Wow, you must really have a lot of work on your plate. I think that you should talk to the supervisor about prioritizing your workload, perhaps he/she is not aware of how much you have to do. I wish I could help you out but I have so much to do that if I do that work for you, then I would have to skip some of my work and I really can't afford to do that. If you don't feel comfortable talking to the supervisor, I would be willing to go in with you and explain what's been happening."
If the person doesn't stop after that conversation they are pretty dense. By suggesting that you involve the supervisor the person may stop asking just for fear that you will tell on them for asking you to do their work.

Tell them that they need to run that by your boss to make sure it doesn't impact the work he has assigned you. Be cheerful and be a team player. Your "I'm busy" approach will tend to make you look uncooperative.
If you boss has no problem with the work being assigned to you then get it done.

If they are nice people I would just tell them the truth. "I'd love to help you but I have my own work to do. You'll have to find time to do yours." If it's an A-hole again be honest. "You have your work and I have mine! Do it yourself!" I know you must feel as though you are being rude or are afraid of becoming thought of as rude but although some may be taken aback at first they'll respect your honesty.

Be superbusy yourself and explain all the things you have to do to them, you would love to help but youve got so much on. If that doesnt work, tell them to go see your boss.

Its called "passing the monkey" in managers terms.
Don't be fooled into taking other people's "monkeys". Shoulds they try, simply offer them some of your work in return.....they will soon catch on and not bother trying to pass it to you.
