According to the Constitution, the president is commander in chef of the armed forces and the head of all executive government departments. As head of executive departments, that means he has the responsibility for the day-to-day functioning of the government. The president also is responsible for the foreign policy of the United States, in that the President appoints all ambassadors and makes treaties (both subject to Senate confirmation). The president has the power to appoint executive officers and judges (again, subject to Senate confrimation). He can also call special sessions of Congress "on extraordinary occasions," and if the houses of Congress cannot agree on what date they should adjourn, the President may adjourn Congress "to such time as he thinks proper."

In terms of what the president must do, the Constitution is vague. The president must "from time to time" report to Congress on the state of the union, and must "take care that the laws be faithfully executed."

The way the constitution is designed, he is respnsible for the excecution of the laws that have been legislated by the Congress. He may submit proposals, just as any American is allowed, but the choice to make the proposal a law is Congress'. If he determines that a law is not one he wishes to execute (enforce) he is allowed to veto. Also, if he does elect to enforce the law and the Congress is willing to Make the law, the judicial system may determine that other laws prevent the enforcment and legislation of any law. Welcome to "checks and balances." Also, the President is in charge in any military or civil defenses since this is how he enforces the laws.

He should re-read the oath of office he swore to uphold just about every five minutes to remind him of those duties.
