Sounds like a science fiction book tale. Science fiction has rarely been accurate in their projections into the future.

What you've written sounds plausible because the terrorists aren't "party" to international agreements that ban the use of chemical weapons. Also, the 15 year timeline sounds right too, as the Arab world has become even more furious with the "west" since the Iraq war.
