Does the conference or NCAA do it for them? Do coaches build relationships with other coaches and agree to play each other either next or following years? Thanks.

Each conference makes up the conference schedule for every team in the conference. After that, each school has 3 - 5 non conference games to play. Schools sign contracts with each other far in advance that they will play each other 2 games (home and home). Coaches have a lot of input on this, but typically the Athletic Directors negotiate these contracts.

They call other coaches and attempt to set a game. Most of the time, a powerhouse will turn down a 1-AA team if the 1-AA team is at home.
