Diamonds, emeralds, rubies and sapphires are considered precious gems. Everything else is considered semiprecious. The most valuable gemstone is sort of up for debate - it depends whether or not you are talking about natural or lab-created stones. For lab created, the most valuable is diamond. For natural, the rarest and most valuable is probably alexandrite, since they are rarer than diamonds in nature.

I would agree that diamond is perceived as most valuable, but it's also all about the cut, colour and clarity. If you are looking to spend a lot of cash, I'd definitely get a certified diamond for insurance purposes.

Wow, that's more info than I have room to post. I reccomend hitting your bookstore and buying a field guide to gemstones (there are several out there). You'll learn about stones you didn't even know existed!
