get some baskets and some material. cut material to go in the baskets, hot glue it in a couple drops on the bottom and some around the edges. Then put a theme of small gifts in basket.
such as : Candles, potpourri, simmering oil and a long lighter for lighting the candles, and maybe a couple samples of different perfumes for that person to try, bubble bath and a small bottle of wine.
---Coffee Lover- A few different cookies, gift cert for Starbucks, a couple half lbs. of different fresh ground coffees and a cute mug filled with hard candies.
The possibilities are endless with baskets, and don't forget to get cellophane and a big bow. Presentation is everything.

The answers so far seem to go into stuff for the house. I'm going to presume that you meant gifts for your DIY spouse or mate.

I wouldn't give him/her anything that needs to be done; I'd say tools. Something he/she doesn't have yet. A new level, a drill driver, a tool box on wheels...

decorative vase (wide base with lip )
small string of white lights (ex-- 20 mini lights from the dollar store)
sack of potpouri
crochet dollie you can get at craft store or cut out your own top from pretty lacy material

Put potpouri and lights in vase --- I use a circular motion for the lights
Thread a pretty ribbon around the edges of the dollie and use it to tighten the edges over the top of the vase. Use a dab of craft glue if you want.
Plug it in -- it can be used as a night light and also freshens -as the scent dries out you can go to Walmart or Hobby Lobby, etc and get a bottle of essence oil to freshen up the potpouri ( a few drops goes a long way)

My friends have really enjoyed the ones I've given them. They are inexpensive to make and inexpensive for your family and friends to maintain.

i always like making homemade ornaments for people, the best one that everyone liked was a walnut cut in half you glue an acorn in it , then you glue a piece of a rubber elastic sticking out the bottom for the tail and use fabric for the blanket over part of the acorn and the ears. draw on sleeping eyes and a nose and it looks like a little mouse in it, it's so cute . or you could just make them up as toppers for your home made gifts

buy some inexpensive frames, like from ikea (wood frames). You can stain it, paint it, spray a coat of clear laquer on it, and just do a ton of things with it. put a touching or funny photo in, and there you go! you can also personalize it with a name/quote.
