to fixed the power plant you must find the missing part of the power plant,the missing part is in cerulean city Gym,when you first enter the gym to fight misty a team rocket will appear and tell you that he hide the missing part in the gym(you should have already defeat misty),the missing part is in the water that is surrounded by the bright,use itemfinder to find it,after you find the missing part head to the power plant and hand the missing part to the person and he will give you a TM,want to know more just give me 10 points and i will tell everything i know.

You must first find the Team Rocket member in the Cerulean Gym. Next, find him at the bridge north of the city and battle him. When done, you should get the generator.
