I am assuming by the way your question is worded that you are not a native English speaker. The best way to improve your language skills is to use them as much as possible. When I was in Germany I refused to speak English even to those who spoke it. I made great improvement every day. You don't need a book. You need to go out and speak with native English speaking persons (Americans, Canadians, Australians, Britons) and try not to use your native language any more than you have to, even among friends. My American friends would always want to revert back to English when we were together.
The interesting part will come when you have mastered the language and are able to communicate what you are thinking without using a limited vocabulary.

All you need is a dictionary and a good newspaper.Keep them on your table and spend an hour going through various news items including the editorial. Wherever, you get an alien word, note down and consult the dictionary. In three months you will have more confidence and will feel at ease in expressing yourself.Try to write one page everyday on any subject that you feel strongly about.

Its difficult to learn English from any 'one'book.
I would suggest that you go to the BBC web site. www.bbc.co.uk and click on Learning English. It's a free on line course, learn grammar, vocabulary etc.
Do not give up on your quest to learn English.
There is nothing like Self Improvement.
