My assumption would be 2020. Will more stars be cataloged or to what criteria does a star meet to be cataloged?

Probably 2050, as before the current epoch 2000 atlases came out, star atlases used epoch 1950.0.

No printed atlas could attempt to show all the cataloged stars, which are currently over 500 million. Instead, they choose a reasonable magnitude cutoff level and attempt to chart all stars to that level.

The most complete catalogs at present are the USNO ones. A2.0 lists 526,230,881 stars, B1.0 has over one billion objects, including stars and galaxies.
