Since the Rose Bowl is one of the BCS bowl games, there is a rotation of which of the BCS bowls picks it participants first.

Contractually, they will take the PAC-10 champ vs the Big 10 champ. If one of those teams is selected by one of the other bowls or is in the championship game, they pick an at large team.

it is the pac ten champ angainst the big 10 champ if both are available to play(meaning they are not playing in the national title game). if that is the case and one of the teams is unavailable the bowl get to choose one of the other teams that have qualified for a bcs bowl game(they usually try to get a big 10 and pac 10 matchup but also like notre dame as well to play if available).
