A 6ft person will see the Earth horizon at out 3 mi.
Likewise, the top (http://en.wikipedia.org/wiki/Empire_state_building) of the Empire State Building is 1454 ft, so its horizon is ~47 miles.

Therefore, maximum distance that a 6 ft person can see the top of the Empire State Building is ~50 miles on a round Earth with radius 6378.14 km (http://en.wikipedia.org/wiki/Earth).

If you're asking far can someone see an object that big, visual acuity is about 1 minute of arc, so the building will appear as a visible dot at about 946 miles.
