Get out your Dell owners manual. Look into the index for "Reset." This will tell you where the reset is located. It is usually a small switch located under the computer. But your owner's manual will tell you what to look for. Follow the directions and "Reset," you computer. DON'T press this button several times. There are 2 kinds of resets. What you need is called a soft reset. Click the switch once. More than that, or some variance from the directions can cause what is called a "Hard Reset." This reset can and probably will clear you entire computer.
Remember ONCE ONLY.
If this is a new computer you can call Dell and they will help you right on the phone. It is also a fact that Dell had a recall on some batteries. You should check with them whether it is new or not. The batteries were made by SONY. I would leave it unplugged until I was sure about the battery.

Make sure your cable works..
If it does, remove your laptop battery, then plug in your power cable. If it turns on, then there's a problem with your battery. If it still doesn't work, your power socket might be damaged...

If you have a voltmeter, and KNOW how to use it, you can check for the DC voltages on the end of your power adapter to make sure it is working. I am 99% sure this is your problem.
