Nascar doesn't make there rulebook public, unless there is an infraction announced by the media people, but, these are the generally accepted norms:

The car must meet technical specification tests based on its model. This includes weight distribution and template conformity.

The car must be an approved model of American made (family) sedan.

The car must have a 4 speed manual transmission, have a 6-valve motor, and parts specified by the rule book.

The car must have a reenforced rollcage with all required supports in accordance with required specifications.

The car must include a required fuel 'cell', roof flaps, a driver restraining system (including head and neck restraints).

etc.

Lots of great info here: http://www.jayski.com/pages/faqrace.htm

Unfortunately it doesn't seem like you can get excerpts of the Rule Book online that would definitively answer the question?
