Outlook is an email, calendar, contact management and task management solution that stores email in one file (typically) vs. Outlook Express which uses many files. Outlook can also connect Directly to Microsoft Exchange server (a server designed for business use). Outlook Express can only connect to Exchange in a rudimentary way.
Suggesting that Outlook Express is a stripped down version of Outlook is not good - it implies similar core functionality (programming) and they really are very different.

Outlook express is available after installing windows. To get technical this application primarily interfaces with Internet Explorer
Microsoft Outlook (any version that's not Express) is considered an office productivity application and largely used for corporate communications. Since this application is part of the Microsoft Office suite you'll find it interfaces with all other office applications a bit smoother then the old default. Additionally Outlook will have some additional features not found in Outlook express (calendaring, tasks, notes, advanced formatting options, etc.).
To put it bluntly if all you want to do is send pictures to friends and family then it doesn't matter which application you use. Open one, configure it and poke around for a few minutes. Email clients are pretty standardized.
If you are looking for a mail solution for your business and want to save yourself a little money look in to running OpenOffice and Evolution or Mozilla's Thunderbird as an email client.
