Bc peopel are taught that it's not polite to be aggressive in public, so they pretend not to be even when they are.

Few things are more hated than a pun...well, maybe a mime
(or a mime that is punning a pun).

I think people say "no pun intended" because they know it is the lowest form of humor, but they are still hoping to underscore the "joke" and hoping you will laugh at it.
Or, they have realized too late as the words are exiting the mouth, that what has been said WILL be taken as a pun, but they hate puns, too, and so they emphasize that they were not intentionally trying to be punny.

Because they suck. They're trying to be funny while actually being a jerk. They need to be PUNched in the face!

Maybe they're being sarcastic, or they like cliches, or it's just a habit....or it could be that they're just being a dumba$$
