I learned by sucking in the air, but I am learning to whistle by blowing out.
So which method do you use?

If I am whistling somewhat without thinking, mostly out. If I am whistling a song or something, I do both combined for a smoother flow.
What I have never learned is how to whistle loud with fingertips or something.

i really dont know how to whistle, i just gave up practicing it :D
