If through oversight Congress finds major discrepencies with the intent of the Executive enforcement of existing law....what can Congress do...can they deny the further use of funds they put toward the law in question...What can they do if they find the Executive branch has violated the nature of a ruling or law?

That is exactly what they can do. Vote to suspend funds.

The first thing they would do is investigate. Using supeona power, they would call witnesses, put them under oath, and then ask questions to get to the bottom of any discrepencies. Once the investigation is complete, they may decide to censure or impeach. It is an expensive & lengthy process.

I think censure is a possibility as well. Censure is a procedure for publicly reprimanding a public official for inappropriate behavior. If he ignores "warnings" I believe impeachment could be back on the table.
