Because "God" has nothing to do with it. You are not fated to meet anybody , these notions stem from our tendency to try to mystify everything. When two people meet and the attraction or chemistry between them is right it is a wonderful thing but it is not a miracle or fate.

Because we don't know how god thinks and maybe he does give them their significant other but they don't take the risk or just pass by the opportunity. In the end its all up to the person.
