I believe that Hobbs was using this (in part) as justification for rule by sovereign. In this approach the idea that people could rule themselves through voluntary cooperation was not accepted. While Hobbs made many good points in his writings, this particular assertion was negated by other writers such as Adam Smith, John Locke, and Montesquieu.
As an animal which is biologically behaviorally social, it is natural for individual Homo Sapiens Sapiens to come together to make life better by minimizing (or even eliminating) being solitary, nasty, brutish, or short.

Do you really think that asingle human being is capable of making a statement about such a thing that is completely and utterly correct?
People who take another person's ideas as The Truth are even more short-sighted than the people who believe in a religion.
(Please don't take that as an insult- I'm just trying to make a point that I feel isn't made often enough in a field like philosophy.)

Hobbes's comment relates to the state of nature (before society)--he is concerned to show that life in society is NOT solitary etc. I tend to agree.
