the first question i need to ask is why are you using a contract were you are paying 3p a minute when bt do a £9-99 bt home hub contract
this will give you broadband (much quicker) and you are always on so you dont have to worry about disconnecting,i know you will probally say"i am happy with dial up",well i said this when i was on dial up until i got broadband and ive never looked back, nor has my bank account
even "talk.talk" are doing free broadband, you just need to sign up for their phone package which is £19-99,i personally think this is a superb package, the only downside is you will wait around 4 weeks for activation of your line
with regards to the connection manager,go to http://www.download.com/Dial-Up-Monitor/3000-2155_4-10145151.html?tag=lst-0-7,this is a program that will restrict you to the amount of time you are online using dial up and also has some other features for dial up users
if you need to look into broadband packages here are some useful links
bt.....http://www.bt.com/index.jsp
talk.talk.....http://www.talktalk.co.uk/talktalk/servlet/gben-home-Home
good luck

If you're on BT's broadband, then you should be paying a one only monthly amount for their package. BT do not charge after an hour's use. It's a set monthly fee. You should contact them and check your contract or check their website. This does not sound right at all, there must be a mix-up with the contract terms.

this does not affect broadband, it is connected permanently.

this refers to phone calls not internet

the only way this could impact on a computer is if you are not on broadband but are using a dial up connection through a modem
