For marriage in Philippines:
You need a no impediment to marriage from your local registry office, which you exchange in the Embassy here for the localy accepted version. BUT make at least a couple of photocopies of the original NITM, and also the one given by the embassy.
You will need your birth certificate, and your passport.
Divorce papers (all) if applicable.
Your Girlfriend will need her birth certificate as well.

You need to file at least ten days before you marry in the town/city hall. It will take you the best part of a day to complete the paperwork. Then you need a judge, mayor or whomsoever to marry you.

As for requirements to bring your wife back to Ireland, I only know from the British side of things.
At least six months:
Bank Statements
Payslips
************
Counterfoils of monies sent her.
All dates of your entering and leaving Philippines. It is best you attend together, and of course take your passport.
All correspondence between you. Even e-mails. Phone bills if you call each other a lot.
She will need her Philippine passport, and you will need to swear an Affidavit of Support in front of a notary Public to that effect.
Your birth certificates, and your marriage certificate, all divorce papers.
Photos of the wedding, photos together before then.

Believe me the Home Office & Embassy are first class when confronted with a genuine case. Your wife in the British Embassy can have her interview in Cebuano, English or Tagalog. You may be called in to clarify some questions.
