Someone who is not afraid of snakes could help you.--
Or, you can catch it yourself, take it someplace wild and turn it loose.
Think what you will carry it in---what you will do, one step at a time
Lots of folk would use a pillowcase with a knot--but if you are afraid of snakes ,watching the bag move might freak you.
Perhaps you could use an old ice-chest-- or five gallon plastic bucket with lid.(those both work well , you drop the snake in, close the lid, and transport--)
If it still out in the open, approach slowly, with your chosen tools.
----- you can toss a cloth (dishcloth, etc.) over it, pick it up *through the cloth*--(that way you need not touch it, and it can not bite you)
----- nets work, if you have one handy
-----Or you can place a bucket, pail, dishpan, whatever , *Over* it, silp a cookie sheet, piece of plastic,etc. *Under *it (like the jam-jar and playing card method for bugs)
-----Place it into the transport container, secure the lid, move the snake.
----Congaratulate yourself!
-- If it is hiding up in one of the pipes, flood the space and be patent-- they breathe air, Will come to the top of the water---then pick it up , (you can use a net-or stick--to pick it up with) drop into transportation device as before
Don't run any power ---pumps ,filter etc

Being a California resident I know that there definitely are types of water snake but garter snakes are black with a usually white stripe down the center of there back go here for a good picture

If you find out for certain it is a garter snake they are completely harmless and friendly. just get a net or pole and get him out and let him free. If it isn't a garter snake I would call animal control and they will take care of everything. Good Luck!

Just pick it up. Normally a garter snkae is not that agressive. They are the type of snake little kids bring home for mom. If you can find a stick or pole, just scoop it up with that, then set the snake on the grass.

It's not poisonous so picking it up by the back of it's head is a safe way to do it. They can be moody so be careful it may strike at you. Take it to someplace that has grass or twigs to release it.

Perhaps a long handled, small weave net? You can scoop it out into a container or bag where you can then relocate it to a more appropriate place to live.
