I am writing a business letter to someone in the city. Specifically who should the letter be addressed to? (Ie: If I write to City Hall, specifically what person (their title) do I write the letter to?)

Here in North Bay, Ontario we have a leash law. If this was in my home town , I would write to the By Law Enforcement Officer.
Call your city clerk and ask if there is an animal restraint bylaw. Have them send you a copy. Then read it and have a little chat with your neighbour. The theory is that cats don't take to being tied up but thats hogwash.

The mayor isn't going to drop everything to help you with a cat that comes into your yard.

Buy some cat repellent spray or sprinkle cayenne pepper flakes where the cat likes to go.

Dude its a cat. Whats the harm. I have a couple of cats, raccoons etc. They never hurt anything. I understand if you hate your neighbor.
