Easy!

Just go to http://www.filehive.com then upload your picture and when it has uploaded use the direct URL and thats your picture!

As a URL is not a picture format, you can not do that. A URL is the location of the file, not the format of the file. A URL can point to any type of a file.

To use a picture on the Internet, you have to copy the picture file up to a location on the Internet, a website, blog, etc.. That location is what you use as the URL.

URL is not a type of graphic file, but relates to web address. Gif is the smallest size of files for the web. You can reduce the size further by increasing the compression further. For doing that you need a GIF optimiser, which can be downloaded free from one of these sites;-

You wish to turn a .gif into a URL?
Well firstly you need to upload that image, I would recomend somewhere like www.imageshack.us as it is free and tells you a lot of URLs
Thumbnails, full image etc
