Probably...ask him to explain how his grading method works (he'll likely be glad to get to explain the workings of his little mind). THEN tell him you reallyreallyreallyreallyreally want to earn a higher grade, and how can you manage that? The hope is that he'll let you do some work ('work,' the hard part) to bring your grade up. He'll know what you need to do to actually gain the understanding he's wanting to impart.

(I made it to intermediate algebra - once I got through walking on fire and eating glass to understand it - it was, it was . . . ok, it was fun...)

I think you were graded fairly.
You should check with your teach to see what percentage of your grade was based on the two quizzes versus the test. Normally, the test will have a higher percentage rate and be compiled of more information from most of that semester, whereas a quiz could be a summary of certain chapters. Typically your grade would be based on a major test which would include more of what was taught than the quiz.
Definitely, sit down with your teacher so that you can understand how he came about with a score 65.

You are in luck. The purpose of a quiz is to PREPARE you for the real test. Grading is not personal to a teacher. Teachers hate failing students, no matter what, so take heart.
Regardless whether or not there is a reason known to you and your math teacher that you were not prepared at the end of the semester for the test, I would simply have a good talk with him by asking "can you help me improve my mark and show me where I went wrong?"
The humble "I am ready to learn" approach will help tremendously.

Talk to the Counseler or Dean. They will review the situation. It will either be rectified or not. If not you at least will know why. And if a personality clash it will be rectified on both sides. It happens all the time. And think about this. Did you apply yourself to the best of your ability? Maybe test anxiety. After you think on these things and you are not happy still then talk to them.

As a teacher he did what he had to do, whether it was fair or not, in your eyes. But the thing you could do, is ask him how you can bring that grade up, a lot of times, this works!
