Explain to me why someone would be giving away a cell phone? There is no where you can get a free cell phone without a contract. Sorry.
As of now, T-mobile has the cheapest pre-paid (no contract) phone, for $39.99.

Check out Virgin Mobile. I was looking online, you can get a phone for 1 cent (Pay like $20, but get a $20 credit back) and then go month-to-month for as long as you like. Plans start at about $20 and I'm looking @ a plan that's about $35.00 you get 300 minutes plus nights & weekends free (1,000 minutes) starting at 7pm.

Another option is Tracfone, or Net10. I don't know about totally free phones, but they have discounted, reconditioned phones you can get online. I just think service w/them might be slightly more if you use a lot of cell phone minutes. But neither of these services will contract you either, and they offer no activation fee, no cancellation fees, and with both plans your minutes will rollover for as long as you purchase service. Good luck!
