Rogue hads the ability to absorb other people's powers and memories (not necessarily just mutant powers.) She has been able to absorb the memories of normal people (that's how she discovered her powers in the first place.) People often fall unconscious from the shock of her absorbing their powers or memories.
Rogue once fought Ms. Marvel (Carol Danvers) and stayed in contact so long with her that she effectively permanently stole the powers of flight, invulnerability and some super strength. Unfortunately for Roguem she stayed in contact with Ms. Marvel TOO long, and while MM was in a coma, Rogue thought that SHE was Carol Danvers! After all, she had all her memories!
Rogue has learned not to absorb people's abilties indiscriminately any more. And Ms. Marvel has recovered from what Rogue did to her (though it was by no means a sure thing.) Carol Danvers now operates under the name of Warbird.
Wanda, the Scarlet Witch, has the ability to manipulate probability, making extremely unlikely things happen. Probably the easiest way to think of her power is that it causes lucky things to happen for her and her friends, and unlucky things to happen to her enemies.
She does not have fine enough control over it to cause things that she specifically wants to happen. That is supposed to be impossible (by definition) so all the people who write to Marvel asking them to let Wanda have better control over the things that she causes, will have to be disapointed.
