There are some really decent PDF converters out there. One of my favorites is CutePDF Writer. It is free for both personal and commercial use. Basically, you create a document using whatever software you desire, and then using the print dialog, you create a PDF from it. It doesn't create super small files (for that you need to go to the source and buy Adobe Acrobat). But this is a product that I use to convert Publisher files every month to e-mail out a newsletter. It works quite well. It can be found at: http://www.acrosoftware.com/Products/CutePDF/writer.asp There are two files to download so make sure you get Ghostscript as well. There is a link for it on that page.

To create a PDF document you need Adobe Acrobat (not reader) installed. It costs money. If that is not an option, try OpenOffice, which has a direct PDF convertion button.
If your current document is in HTML or MS WORD format, then OpenOffice can easily read it and convert it to PDF.
OpenOffice is completely free.
You can find OpenOffice here: http://www.openoffice.org

If you download the free software CutePDF (Google it and it will come up near the top of the rankings) then you can change any document you want (web page, word doc etc) into a PDF.
Once downloaded you simply click print and then it will ask which printer to use and CutePDF will be one of the options. It then moves to a save as page where you name the doc and bingo your document is a PDF!

OpenOffice can do that easy. And it is still as free as when it was first put on the internet. But Adobe Acrobat sorta owns that technology. I think its like $300,
This link explains how to use MS-Word to do it,

.pdf is the way to go for that, because it is 1 file and makes a textbook, or manual very small.

A .pdf document is a Adobe Acrobat format, this is a way to view a typed document but not a way to write one. Try using word and saving it but adding .pdf to the end instead of .doc.
If it automatically adds .doc, go to where you saved it and change the extension, but beware as this may corrupt the file.

Depending on the size of the file (under 2 Mb)you can convert it here: http://www.pdfonline.com/ if it's bigger than I suggest downloading open office and then saving it as a pdf.
